Event Details: Second Kai Tak Forum “Planning with the Community
To share the Community’s views on the outline concept plans for Kai Tak and preparation of preliminary outline development plan, the Harbour-front Enhancement Committee invited CIH to attend the second Kai Tak Forum held on 25 March 2006, at Civil Service Training & Development Institute, North Point. Other than the sharing of community’s views on the Outline Concept Plans, Government bureaux / departments and the study consultants were invited to response to the questions and to discuss the initial ideas in the preparation of development plans.


Before the Forum, the Committee also organized a site visit to Kai Tak on 18 March 2006 to enable participants to familiar with the development constraints and opportunities therein. The points to visit including the ex-airport terminal building area, Kai Tak Approach Channel, runway area and Kai Tak Point.



For providing more information to our members about the development of Kai Tak area, the Professional Practice Committee members have attended the site visit and the Forum on the days. The major issues discussed in the Forum are summarized below for quick reference.


1. Background – There had been Public Forums held since Nov 2005 for Kowloon City, Multi-Purpose Stadium, Wong Tai Sin, Cruise Terminal, Kai Tak Approach Channel and Kwun Tong. 20 briefing sessions were arranged to major statutory / advisory bodies and stakeholder groups, with over 500 participants took part and over 170 written submissions received.
2. Comments and Responses – there were major issues proposed by the pubic being discussed in the Forum. They were:
- Vision and Planning Principles for Kai Tak
- Land Use Planning
- Office Development
- Ex-Kaolin Mine Site
- Undetermined Use
- Kai Tak Approach Channel (KTAC)
- Multi-Purpose Stadium Complex
- Cruise Terminal
- Aviation-Related Facilities
- Marine-Related Facilities
- Urban Design
- Transportation and Pedestrian Facilities
- Environmentally Friendly Initiatives
- Other Proposals
- Public Participation
- Implementation Issues

As the conclusion of the Forum, a Study Programme was proposed after the seven workshops to consolidate planning concepts. A drafted Preliminary Outline Development Plan was scheduled be completed in June 2006, and a two-months Stage 3 public participate thereafter. There should be proposal of amending the current approved Kai Tak Outline Zone Plan.
