Qualifications Framework Symposium – Professional Qualification and Accreditation
Subsequent to the symposium held on 25 Feb 2006, the Council of Hong Kong Professional Associations (COPA) organized another symposium on 26 Aug 2006 to solicit the views of the professionals of different disciplines and the academics on the proposed Qualification Framework. The theme of the symposium this time is “Professional Qualification and Accreditation”. CIHAPB was invited to attend the symposium and to express their view on the issue.
Speakers of the symposium included Mr Daniel Cheng, Principal Assistant Secretary (Manpower Infrastructure) Education and Manpower Bureau, Mr Felix Leung, Principal Registrar, Hong Kong Council for Academic Accreditation, and Mr Stanley Ng of ING Life, Representative of Training Institute. In the symposium, speakers exchanged their views with the participants on the following topics including:
1. Qualifications Framework – Latest Developments, Legislation Issues and Complementary Relationship with Professional Qualifications;
2. Role of HKCAA in Qualifications Framework and the Preparatory Work; and
3. Experience Sharing of Accreditation Criteria and Exercises for Insurance Intermediaries’ CPD Programmes.
To conclude the symposium, participants in general agreed that Qualifications Framework is a policy having prolonged impacts on all the trades and industries in Hong Kong. However, participants expressed that the accreditation should proceed with caution especially when setting up the qualification standards for different level of workers of different industries. Judging from the response of the participants, it seems that there are still rooms for discussion and exchange of views between the Government and the stakeholders.
