Hong Kong, like most of the developed cities in the world, faces a formidable problem of aging building and urban decay. Many of the people are living in rundown areas which need urban regeneration and environment improvement.


In 2001, the HKSAR Government has set up the Urban Renewal Authority (URA) with a mission to create quality and vibrant living in Hong Kong. Furthermore, the Government published an Urban Renewal Strategy (URS) to provide a broad policy guidance to the work of URA. Since then, URA and its strategic partner, Hong Kong Housing Society have commenced 35 redevelopment projects and 4 preservation cum revitalization projects, whereas the living environment of 18,000 people will be improved when the projects are completed.


To meet the higher aspirations of people, Government is now reviewing the URS seeking the view of public. The review process, commencing in July 2008, is structured into three stages, namely "Envisioning", "Public Engagement" and "Consensus Building". Now the review has entered the Public Engagement Stage. Consolidated issues during Envisioning Stage will be presented to the public for thorough discussion via a series of activities.


On 9 May 2009 afternoon, Chartered Institute of Housing Asian Pacific Branch, Hong Kong Institute of Real Estate Administrators, Hong Kong Institute of Housing, and Hong Kong Association of Property Management Companies Limited had jointly organized a forum on Urban Renewal Strategy Review seeking the view of their members on the issue. The forum was held in the Regional Office of HKHS at Dragon Centre, Wun Sha Street of Tai Hang. In the forum, Prof David Lung, Former Chairman of Land and Building Advisory Committee, Ms Iris Tam, Executive Director (Planning & Project Control) of URA, and Mr Lam Siu-tong, Deputy Director of Buildings Department, explained to the participants on the details of the review. Participants also gave their views regarding the URS. The forum was well received by nearly 100 members and housing professionals.
