Event Details: Seminar on Operation Building Bright

On 11 May 2009 evening, Mr Sanford Poon, Chairman of Chartered Institute of Housing Asian Pacific Branch was invited by the Hong Kong Institute of Facility Management (in collaboration with HKU SPACE) to deliver a CPD Talk on &Operation Building Bright" (OBB).


The seminar was conducted in HKU SPACE Centre at Po Leung Kuk Community College campus. It aims to share with participants about the new initiative OBB announced by the Financial Secretary on 25 February 2009. In the seminar, Mr Poon briefed the participants on details of the scheme including its objectives, eligibilities, subsidy, scope of work covered, and implementation timeline.


Under the OBB, a total of $1 billion will be used to assist owners of about 1,000 dilapidated buildings to carry out building repair work. The scheme has two characteristics. Firstly, it is "building-based" i.e. once the building is selected as a target building, all the owners of the building will be subsidized without the need to undergo asset or income means tests. A grant amounting to 80% of the cost of the repair, subject to the ceiling of $16,000 will be provided. Elderly owner-occupiers aged 60 or above can receive a grant to cover full cost of repair of common area, subject to a ceiling of $40,000. Secondly, it targets buildings have difficulties in coordinating repair work, such as buildings without owners’ corporations. The OBB aims at creating a large of number of job opportunities for the construction industry within a short time to reduce the impact of the financial tsunami on current Hong Kong’s employment situation.
