會務報告
2017 年是香港房屋管理重要的一年,隨著在2016 年5 月通過的「物業管理服務條例」,物業管理業監管局亦於2016 年底成立了。在2017 年,亞太分會一直緊密參與這條法例的討論,並在制定發牌條件、專業守則及審核資歷等事宜上,適時向監管局提出專業的意見,為推動及提升行業的專業地位而努力。同時我們亦秉承學會的使命,以推廣學會及提升物業管理業質素為己任,致力與亞太各地的專業團體、政府部門等緊密溝通……

APB Report
2017 is an important year for the housing management industry in Hong Kong. Following the enactment of the Property Management Services Ordinance (PMSO) in May 2016, the Property Management Services Authority (PMSA) was established at the end of the year. In 2017, APB has actively participated in the discussion of the PMSO and diligently submitted our views on the formulation of licensing criteria, codes of conduct, assessment of qualification, etc. to the PMSA. Also, we continued to promote APB and professional property management standards, fostering good communication with other professional bodies and related government departments in the Asia-Pacific region……

由物業管理業監管局收取《物業管理服務條例》下的徵款

監管局是在《物業管理服務條例》(第626章)(《條例》)下設立的法定機構,其職能包括規管在香港提供物業管理服務的公司及從業員和提高物業管理業的誠信、能力及專業性。

監管局屬自負盈虧的法定機構,透過發牌予物業管理公司及從業員和就可予徵收印花稅的售賣轉易契收取徵款所得的收入來支持。為了讓監管局能獲取穩定的收入來源以應付開支及達至持續財政自給,政府已向立法會提交進行先訂立後審議的程序,如獲通過,監管局將由二零一八年七月一日起,每份售賣轉易契的徵款款額一律訂於350元。監管局會在須繳付徵款的售賣轉易契呈交稅務局加蓋印花時,透過稅務局轄下印花稅署收取徵款。

 
Collection of levy by Property Management Services Authority under Property Management Services Ordinance

The PSMA is a statutory body established under the Property Management Services Ordinance (Cap. 626) (PMSO) to, among others, regulate the provision of property management services by companies and practitioners in Hong Kong and promote the integrity, competence and professionalism of the property management profession.

The PMSA is a self-financing statutory body supported by income generated from the licensing of property management companies and practitioners as well as levies collected on conveyance on sales chargeable with stamp duty. To enable the PMSA to recover its expenditure through a stable source of income and to attain financial sustainability, the amount of levy is set at a fixed amount of $350 for each leviable instrument. Subject to passage of negative vetting of the Legislative Council, the PMSA will start collecting levy on 1 July 2018. The PMSA will collect the levy through the Stamp Office of the Inland Revenue Department (IRD) when a conveyance on sale, for which a levy is payable, is submitted to the IRD for stamping.
